I was just reading through the DNI's press release about this, and I noticed a place where they're being verifiably dishonest with their wording to paint a particular picture. Let's look at it: In the DNI's press release titled New Evidence of Obama Administration Conspiracy to Subvert President Trump’s 2016 Victory and Presidency, the the claim is made that "the Intelligence Community (IC) consistently assessed that Russia is probably not trying ... to influence the election using cyber means": In the months leading up to the November 2016 election, the Intelligence Community (IC) consistently assessed that Russia is “probably not trying … to influence the election by using cyber means.” which they then use as support for this claim (a few bullet points down): Obama officials leaked false statements to media outlets, including The Washington Post, claiming, “Russia has attempted through cyber means to interfere in, if not actively influence, the outcome of an election.” Now let's go find exactly what they're quoting to make the first claim they made. We can find it in one of the files released by the DNI last month; here is the exact text they quote, from what is apparently an email from an ODNI and PDB official: Russia probably is not (and will not) trying to influence the election by using cyber means to manipulate computer-enabled election infrastructure. Russia probably is using cyber means primarily to influence the election by stealing campaign party data and leaking select items, and it is also using public propaganda. This fits an historical pattern of Russia using less sophisticated propaganda and information operations to influence US operations. There's a lot more information there! This does NOT say that Russia wasn't attempting to use cyber means to influence our election. To the contrary, it explicitly DOES assert their belief that Russia was using cyber means to influence the 2016 election, just that they weren't attempting to "manipulate computer-enabled infrastructure" (which I take to mean they weren't trying to e.g. hack voting machines). We can see that the claim "the Intelligence Community (IC) consistently assessed that Russia is probably not trying to influence the election using cyber means" is patently false with the extra context. This extra context was deliberately removed so that they could paint a picture that Obama was acting against the information provided to him by the IC when ordering an investigation into Russia's influence on the 2016 election, when in fact his actions were totally in line with the information he had.
